About Dr. KC

I am a criminal justice policy analyst, researcher, and writer committed to building systems that are compassionate, evidence-based, and trauma-informed. My work centers on the belief that justice should create safety through understanding — not punishment alone.

For more than a decade, I have supported state agencies, nonprofits, and national partners in strengthening probation, parole, and reentry practices. At the Council of State Governments (CSG) Justice Center, I served as a Senior Policy Analyst, co-leading major initiatives including Overlooked: How Parole Boards Shape Lives and Systems (Arnold Ventures) and the National Guidelines for Post-Conviction Risk and Needs Assessment. My work spans policy development, research synthesis, risk assessment, incentives and sanctions grids, implementation planning, and stakeholder facilitation.

I hold a Doctor of Criminal Justice, with research focused on Adverse Childhood Experiences (ACEs) and trauma-informed responsivity in reentry. My dissertation, Breaking the Cycle, examines how childhood trauma shapes behavior during supervision and what systems need to change to support true reintegration.

Across every project, my approach is grounded in collaboration, clarity, and humanity. Whether I am working with agencies, academics, or community partners, my goal is the same: to help people create justice practices that are aligned with research, responsive to trauma, and built around the dignity of every person.
